    Tajikistan’s population is predominantly rural and largely dependent on agriculture. Agriculture accounts for a quarter of Tajikistan’s gross domestic product and export revenues, 39% of tax revenues, and half of total employment. Given the widespread migration of male Tajik workers overseas, women constitute the majority of employees (accounting for 53% of the economically active population in agriculture). Arable land is in short supply at 0.15 hectares (ha) per capita (rising to 0.20 ha per capita for the rural population).

This includes whether claims are likely to justify the granting of asylum, humanitarian protection or discretionary leave and whether – in the event of a claim being refused – it is likely to be certifiable as ‘clearly unfounded’ under s94 of the Nationality, Immigration and Asylum Act 2002.

    In November 2015, the government of Timor-Leste showcased its first Special Zone of Social Market Economy (ZEESM) in the Oecusse-Ambeno enclave in a high-profile ‘celebration of Timorese identity’. This event combined the 40th anniversary of the declaration of Timor-Leste’s independence and the approximately 500th anniversary of interaction with Portugal through the arrival of Dominican missionaries.

    This paper explores the role of Manhyia Palace, a traditional political office of the Asantehene (King of Asante Kingdom) in traditional land conflict management in Kumasi. Land conflicts remain a major hindrance to land use and tenure security in most parts of Ghana. Sometimes, the institutions governing land use and management are crucial to the occurrence and adjudication of these disputes. Consequently, statistics at the Accra High Court Registry shows that, land litigation ranks first in the number of cases pending with about 60,000 cases being registered in the superior courts.

    This paper discusses Indonesia’s experience with establishing a uniform cadastral system in rural areas since the idea was first mooted in the early 19th century. Until 1961, a formal cadastre that identified, measured, registered and certified land titles existed only in urban areas. A cadastre for rural land did not start until after the 1960 Agrarian Law. Until then, the village-based land tax registers acted as a substitute cadastral register in areas subject to land tax.

    Continued stability and future development in Timor-Leste are dependent on establishing the necessary legal and administrative mechanisms for providing access to land, land tenure security, as well as preventing and addressing land-related conflict. The survey interviewed representatives of 1,152 households between 3 and 8 of September 2016 in Ainaro, Ermera, and the urban area of Dili and was conducted by The Asia Foundation and the Van Vollenhoven Institute.

    The land grabbing issue has produced a plethora of debates ranging from ethical conduct of land grabbing agents, specifically concerning displacement, to evidence for and against positive externalities such as technological spill-overs and construction of infrastructure. An underexplored topic is the valuation of agricultural land and the compensatory payments made to land users, distinct from land owners, for the loss of their source of food security.
