Secure land and property rights are essential for improving the livelihoods of the poor and ending poverty. Effective and equitable land governance can also contribute to economic development, domestic resource mobilisation and climate change resilience. Promoting fair and transparent land tenure systems should therefore be a priority for national governments.

• entail a transfer ofrights to use, control or own land through sale, lease or concession;
• have an intended size of 200 hectares (ha) or larger;
• have been concluded since the year 2000;
• are affected by a change of use (often from extensive or ecosystem service provision to commercial use);
• include deals for agricultural and forestry purposes. Mining operations are excluded.

In April 2019, UN Habitat through the Global Land Tool Network (GLTN) and Global Urban Observatory (GUO) Units; with support from the Global Land Indicators Initiative (GLII) contacted National Statistical Offices (NSOs), National Land Registries and SDGs focal points with the aim of mobilizing existing data on land tenure security in response to SDGs indicator 1.4.2. The data drive was conducted in support of UN Habitat Database for Human Settlements Indicators, for which 1.4.2 is part of.
