    An agreement between the Zimbabwean Government and the Commercial Farmers Union on compensation for land taken from white farmers was finally agreed on 29 July 2020;20 years after the land reform programme began. There had been previous attempts;but the science of asset valuation is far from exact. The issue had blocked international recognition of the Zimbabwean Government. Looks at the detractors and sceptics and asks how the agreed sum of US$3.5 billion will be paid for. Believes this is an immensely important step in a long-running and frustrating saga.

    Secure land and property rights are essential for improving the livelihoods of the poor and ending poverty. Effective and equitable land governance can also contribute to economic development, domestic resource mobilisation and climate change resilience. Promoting fair and transparent land tenure systems should therefore be a priority for national governments.

    Land in Cameroon is under growing pressure for many reasons — powerful commercial interests, changing climate conditions and shifting demographic flows including mass migration and increasing population density. The rights of rural communities and indigenous people to access and use land for farming and grazing have been eroded — primarily due to failure to recognise customary land tenure rights, land use conflicts and lack of effective local governance. The country’s land legislation is indeed outdated and not compatible with customary law and local realities.

    This policy brief provides details of the United Nations Special Rapporteur recommendations regarding how governments can upgrade informal settlements within a human rights-based framework. A human rights-based approach will require that residents are ensured security of tenure over the land on which they live. States are legally required to set in motion policies and plans which have as their end goal the fulfilment of the right to adequate housing. Upgrading can reduce poverty, promote economic development and prosperity, and improve the health and well-being of residents.

Il est inspiré des propositions formulées par la société civile à l’attention de l’administration foncière, et de textes internationaux.
