    The country profiles on the housing sector are intended to assist Governments of countries with economies in transition to improve the performance of their housing sector and, at the same time, to promote sustainable development. The reviews analyse trends and policy developments and make an overall assessment of the political, economic and social framework of the housing sector. This work was initiated by the United Nations Economic Commission for Europe (UNECE) Committee on Housing and Land Management in the early 1990s in response to requests from UNECE member States.

    Recognizing the important role that people living in and around forests play in forest management for poverty reduction and environmental sustainability, RECOFTC conducted a study for the ASEAN Social Forestry Network and the Swiss Agency for Development and Cooperation (SDC) to provide a general overview of social forestry in the ASEAN region and its potential to contribute to climate change mitigation and adaptation. Special attention is given to Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand, and Vietnam.

    Trees and forests play important roles in reducing landslide risk through various mechanisms. Tree roots reinforce soil layers, anchor the soil to bedrock and form buttresses against soil movement. Trees also reduce landslide risk by lowering soil moisture levels – interception, evaporation and transpiration are the primary mechanisms. These mechanisms, and others, also make trees valuable in land reclamation following landslides.

    Due to growing environmentally and socially aware markets on a global level, as well as on a regional level, and with more recent gains for democracy in the region, companies have to ensure their operations are socially and environmentally acceptable. Today, the timber industry is under immense scrutiny, an example of this is the Forest Law Enforcement, Governance and Trade (FLEGT) action plan of the European Union5 which makes explicit the importance of measures to address local and indigenous peoples’ rights to the forests.

    Africa’s development remains dependent on agriculture and exploitation of natural resources, yet agriculture and livestock production are largely carried out by smallholder farmers under increasing pressure of scarce land resources managed under unsecured customary land ownership. African governments are seeking to address tenure insecurities to promote sustainable rural and urban development, and to address inequalities in land ownership between different social groups.

    Since 2000, US$ 2.0-2.7 billion has been invested in feedstock cultivation for biofuel in 16 forest-rich countries, mostly in oil palm and sugarcane. An additional US$ 5.7-6.7 billion has been invested in biofuel production, especially sugar-based ethanol. While investments in some countries are driven by domestic policies to reduce fossil fuel imports, most are export driven. Sugar-based ethanol offers more opportunities to capture value added than biodiesel feedstocks which are amenable to export and processing abroad.

    Policymakers should recognise the size and value of the woodfuel sector and its importance to many people. Harvesters and producers need better access to trees and land to promote better management and reduce conflicts. The tax system for woodfuel should be revised to be transparent and pragmatic. Woodfuel from plantation forests and agroforestry should be favoured over woodfuel from valuable or threatened tree species. More attention should be paid to energy-efficient charcoal kilns and cooking stoves, as well as activities to promote their use.
