The story of agricultural policy in Northeast Asia over the past 50 years illustrates the dramatic changes that can occur in distortions to agricultural incentives faced by producers and consumers at different stages of economic development.

To meet carbon emissions targets, more than 30 countries have committed to boosting production of renewable resources from biological materials andconvert them into products such as food, animal feedand bioenergy. In a post-fossil-fuel world, an increasingproportion of chemicals, plastics, textiles, fuels and electricity will have to come from biomass, which takesup land. To maintain current consumption trends theworld will also need to produce 50–70 percent more foodby 2050, increasingly under drought conditions and onpoor soils.

Fishes thought suitable for introduction have been divided into three categories: Category A (species whose introduction is recommended); Category B (species that are thought to be of particular interest which are presently being evaluated in detail) ; and, Category C (interesting species with longer-term potential). Only category A species are presently recommended.

As part of phase one activities undertaken under the Sepik River Fish Stock Enhancement Project an analysis of trout stocking practices in PNG was made. Work undertaken by the project with regard to trout has been restricted for reasons outlined below. This report is, therefore, preliminary in nature and may be modified as more field data become available. Trout is an exotic species in PNG and has been, and still is, stocked by various PNG authorities. Experiences relating to trout are, therefore, highly relevant to the Sepik River Fish Stock Enhancement Project.
