June 4, 2021 -- An increasing number of countries are facing growing levels of acute food insecurity, reversing years of development gains. Even before COVID-19 reduced incomes and disrupted supply chains, chronic and acute hunger were on the rise due to various factors including conflict, socio-economic conditions, natural hazards, climate change and pests. COVID-19 impacts have led to severe and widespread increases in global food insecurity, affecting vulnerable households in almost every country, with impacts expected to continue through 2021 and into 2022.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

As climate change makes precipitation shocks more common, policymakers are becoming increasingly interested in protecting food systems and nutrition outcomes from the damaging effects of droughts and floods (Wheeler and von Braun, 2013). Increasing the resilience of nutrition and food security outcomes is especially critical throughout agrarian parts of the developing world, where human subsistence and well-being are directly affected by local rainfall.

Poverty-gender-agriculture nexus in the northern region of Bangladesh: Challenges and Opportunities cover image

Northern Bangladesh is a remote region which was excluded from the Green Revolution and today remains “ultra-poor”. There is a saying in the area that the most fortunate people live in Dhaka and Chittagong in the south of the country and the most distressed people live in North Bengal (Northern regions of Bangladesh). North Bangladesh presents a paradox of being too close to the Indian border, which had facilitated trade and commerce in the undivided colonial Bengal, and too far away from Dhaka, the nerve centre of policy, decision-making and politics in Bangladesh.

Bangladesh is one of the most climate vulnerable countries in the world. Situated in the delta of the Ganges, Brahmaputra, and Meghna (GBM) rivers, the country is exposed to a range of river and rainwater flood hazards due to climate variability, the timing, location, and extent of which depend on precipitation in the entire GBM basin. The Government of Bangladesh is fully committed to global climate-change advocacy and action, having already invested heavily in adaptation measures and policies.
