    Climate change is increasingly being recognised as a global crisis, but responses to it have so far been overly focused on scientific and economic solutions. How then do we move towards morepeople-centred, gender-aware climate change policies and processes? How do we respond to the different needs and concerns of women and men, and also challenge the gender inequalities that mean women are more likely to lose out than men in the face of climate change?     After extended conflict, states must move quickly to re-establish government presence and credibility, particularly in areas that have traditionally lacked access to state services. As a case study, we examine Colombia’s 2007–2010 pilot program, the Plan de Consolidación Integral de la Macarena (PCIM), in particular its component project Progreso, a program for immediate rural enterprise intervention.

    This paper presents a description of the new strategy for the fight against drugs implemented in Colombia since the year 2007. The Strategic Leap Forward, as the Colombian government has called the program, or the Strategic Development Initiative, as the United States Agency for International Development (USAID) calls it, is a step forward in the design of anti-drug policies that are more sustainable and effective in the mid-term.

    This paper uses historic data from Cundinamarca, Colombia to empirically assess the impact of land inequality persistence, inherited from the colonial rule, on economic development in the long run. Based on the Engerman & Sokoloff hypothesis and the use of GIS, I use plausible exogenous variation in land endowments to design an instrumental variable strategy. In contrast to recent studies, I find that more unequal municipalities in the XIX and XX century are associated with better growth, human capital and public goods provision measures today.
