    The ways in which people obtain land in Uganda are changing fast. Land that used to be secured through inheritance, gifts or proof of long-term occupancy is now more commonly changing hands in the market. Those with wealth and powerful connections are frequently able to override local rules and gain access to land at the expense of poorer individuals. Government-backed agribusiness investors receive large areas of land with benefits for some local farmers who are able to participate in the schemes, while other smallholders see their land access and livelihoods degraded.

    This paper examines the evolution and the nature of the current forms of land tenure in Masindi District and the extent to which these forms impair or facilitate positive socio-economic changes.     Since Karamoja is richly endowed with gold, marble, iron ore, tungsten, limestone, oil and gas, it has attracted many investors, in particular since the protracted  armed conflicts in northern Uganda started fading away. Approximately  1 7,000 km2 or 62% of the total land area of Karamoja has been licensed for mineral  exploration  and exploitation (Kabiswa, 2014).

Extractive industries are up scaling their activity as the sector is gearing up for the exploitation of oil and gaz by 2020. In a country where most people live off the land, the construction of industrial infrastructure carries great risks for the protection of fundamental rights.

    Uganda has started its journey into urbanization and economic development. The pace of urbanization is picking up currently at 4.5 percent per year, and likely to accelerate with rising incomes. The economic benefits from urban growth will come from exploiting economies of scale and agglomeration and by increasing fluidity in factor markets that enable substitution between land and non land inputs.

    Land acquisition for development projects by government, private investors and land speculators is a critical source of tensions and conflicts in many parts of Uganda. Following the discovery of commercially viable oil reserves in 2006, Uganda turned attention to extractives and oil development as a matter of national priority. Evidence of this assertion can be found in the recent 2016-17 national budget allocations, where the portion for oil development is substantial.
