Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

This paper discusses the relationship between transfer of laws from one country to another and legitimation of the law associated with the transfer. Drawing lessons from the legal transfer experience of Latin America in the 1960s, the paper attempts to ascertain what relevance, if any, legal transfer has in the context of the emerging market economies and democratic societies of the former communist countries of East Europe and the Soviet Union.

The third fact sheet in the <I>Save and Grow</I> series presents the key points of the Quezungual Slash-and-Mulch Agroforestry System, or QSMAS in Honduras. The system builds up soil nutrient stocks, and produces maize yields double those of traditional shifting cultivation.It reduces the time needed for land preparation, prevents soil erosion, and improves the supply and quality of water for downstream consumers. Many ‘slash-and-mulch’ farmers have diversified production, primarily into home gardens and livestock.
