    The approval of the 2004 Forest protection and Development Law was a milestone which marked the legal recognition of community forestry in Viet Nam. Yet, general understanding of community forests as only the area legally allocated to village communities has undervalued the role of community forestry. To address this issue, it is recommended that community forestry needs to be clearly defined in the forestry legal framework to include forest areas allocated to individual households, particularly natural forest areas where collective forms of forest management are being practiced.

    Community Forestry (CF) can play a fundamental role in achieving nearly all the SDGs through its focus on improving livelihoods, strengthening local governanceand, halting deforestation and improving forest quality.Various experiences of CF in the region have demonstrated that the allocation of forest management rights and responsibilities to local people is an effective strategy for sustainable forest management and provides potential contribution to improved outcomes for forest cover and condition and local livelihoods.

    REDD+ scheme is primarily aimed at national governments and local forest managers to reduce emissions by conserving forests; at the same time, increasing investment on capacity developmen for grassroots stakeholders who are the main forest stewards provides opportunities for the grassroots actors to enhance their understanding and skills on REDD+ and be the voices of their community to safeguard their interest and benefits.

    Local communities and state forest actors, such as Protection Forest Management Boards (PFMBs), State Forest Companies (SFCs), play equally important roles in forest resource management. Yet local communities have limited legal rights. This is one reason that leads to a lack of forest ownership for local communities. In order to support local communities to effectively engage in sustainable forest management and livelihood development, a fuller set of rights should be legally given to them.

    Cộng đồng địa phương đóng vai trò không kém phần quan trọng so với các chủ rừng nhà nước như Ban quản lý rừng phòng hộ hoặc các Công ty lâm nghiệp trong quản lý tài nguyên rừng. Tuy nhiên, quyền của cộng đồng địa phương đối với rừng lại rất hạn chế. Đây là một trong những nguyên nhân dẫn đến việc người dân mất đi tính tự chủ. Vì thế, các cộng đồng cần được trao nhiều quyền hơn để họ có thể tham gia có hiệu quả trong công tác quản lý rừng và phát triển sinh kế bền vững.

    This brief presents an integrated CF-CCA framework for practitioners working in rural contexts, including natural resource management user groups and non-governmental and civil society organizations. The framework draws on an integrated landscape approach (Reed et al. 2014) to natural resource management, which aims to reconcile trade-offs, balance competing demands, integrate policies and identify priorities across different land-use sectors.
