Access to credit and its cost is a major challenge for farmers in developing countries. Several studies show that land serves as collateral for accessing formal credit, but they often do not find any significant effect of land size on access to informal credit. I study the effects of land ownership on both the demand and the cost of informal credit in the Mekong Delta. The results show that as land ownership increases, both the demand and the cost of informal loans decrease.

This paper aims to contribute to understanding the existing knowledge gaps in the linkages of energy, water, and land use in Southeast Asia and explores the political economy of energy transition in the Mekong region (MR). Investigating the struggle over hydropower development and decision-making on water and land across the region, this study shows that countries that are the winners or losers in the hydropower development schemes are not the only ones managing the Mekong; rather, it is part of the region-wide strategy of nations to sustain the MR.

This paper uses panel data at commune, household, and plot levels to study the causes and effects of agricultural land fragmentation in rural Viet Nam. We focus on both inter-farm fragmentation (the division of land into many small farms) and intra-farm fragmentation (the division of each farm into many small plots). In both these dimensions, land holdings in Viet Nam are highly fragmented. Results show strong effects of both inter- and intra-farm fragmentation on labour input per hectare in agriculture.

The Annual Country Reviews reflect upon current land issues in the Mekong Region, and has been produced for researchers, practitioners and policy advocates operating in the field. Specialists have been selected from Cambodia, Laos, Myanmar, Thailand and Vietnam to briefly answer the following two questions:

    1. What are the most pressing issues involving land governance in your country?

    2. What are the most important issues for the researcher on land?

As BRICS-led foreign investment in agriculture has increased dramatically worldwide in recent years, China in particular, has begun to secure huge quantities of foreign land as an additional measure for securing future food and energy supplies. While an increasing amount of academic research has been conducted on the expansion of land deals in Latin America and Africa in recent years, Southeast Asian cases are just beginning to receive significant attention and have become the focus of some emerging academic and non-academic research.

This paper uses five waves of the Vietnam Access to Resources Household Survey (VARHS) to analyse land issues in Viet Nam from a number of different angles. The VARHS provides panel data at plot as well as household level and I use this rich data set to present descriptive results on landlessness, land fragmentation, land market activities, and land property rights. I use plot level, fixed effects regressions to investigate the effects of land titles (Land Use Certificates) on household investment.

The overall objectives of the study were to collect and analyse LUP methodologies in the 4 countries and to assess the experiences and lessons learned during implementation. The comparative assessment would include land use planning approaches at various levels, ranging from participatory village level LUP activities to the elaboration of land use master plans at provincial or even regional level. Finally, recommendations were to be formulated for the countries as well as for the sub-region as a whole.

This paper examines the impact of a land reform in Viet Nam which gave households the power to exchange, transfer, lease, inherit and mortgage their land-use rights. We expect this change to increase the incentives as well as the ability to undertake long-term investments on the part of households. Our difference-in-differences estimation strategy takes advantage of the variation across provinces in the issuance of land-use certificates needed to enforce these rights.

Corresponding to the characteristics of multi-discipline and multi-level management, land administration always requires and acquires spatial data at very different spatial and thematic resolution. This particularity leads to many problems in spatial data acquisition and data management such as: inconsistency and difficulty in exchanging data between data sources and application disciplines. There are many researches in the direction of multi-resolutions to solve above questions.

Vietnamese land-tenure policy reforms were embedded into general economic reforms (Doi Moi), enabling the country’s transition toward a market economy. Since 1998, they were implemented incrementally together with complementary instruments such as agricultural market liberalization and new economic incentives. Major steps included disentangling socialist producer cooperatives and assigning land-use rights to its former members, developing and adapting a national legal framework (Land Law), and enhancing tenure security through gender-balanced inheritable land-use certificates.
