    The Annual Country Reviews reflect upon current land issues in the Mekong Region, and has been produced for researchers, practitioners and policy advocates operating in the field. Specialists have been selected from Cambodia, Laos, Myanmar, Thailand and Vietnam to briefly answer the following two questions:

    1. What are the most pressing issues involving land governance in your country?

    2. What are the most important issues for the researcher on land?

    As BRICS-led foreign investment in agriculture has increased dramatically worldwide in recent years, China in particular, has begun to secure huge quantities of foreign land as an additional measure for securing future food and energy supplies. While an increasing amount of academic research has been conducted on the expansion of land deals in Latin America and Africa in recent years, Southeast Asian cases are just beginning to receive significant attention and have become the focus of some emerging academic and non-academic research.

    This paper uses five waves of the Vietnam Access to Resources Household Survey (VARHS) to analyse land issues in Viet Nam from a number of different angles. The VARHS provides panel data at plot as well as household level and I use this rich data set to present descriptive results on landlessness, land fragmentation, land market activities, and land property rights. I use plot level, fixed effects regressions to investigate the effects of land titles (Land Use Certificates) on household investment.

    Cambodia has long had a difficult mix of resource wealth and weak land governance, a function of its legacy of enduring postwar conflict and neoliberal development policies of the 1990s. Since 2012, however, its government has undertaken a series of self-described ‘deep reforms’ aimed at overcoming the poverty, land conflict, and unequal rural landholdings created during the 2000s, when over 2 million hectares of economic land concessions were allocated to private companies.

    Thirty years after Cambodia’s ‘democratization’ by the United Nations Transitional Authority (UNTAC), the transition to a market-based economy is raging at full steam. Democracy remains elusive, but policy interventions from Cambodia’s “development partners” color the political, social, and environmental landscapes. This paper attends to the land grabs characteristic of market transitions and to the climate change mitigation strategies currently enhancing conflicts over land and resources in contemporary Cambodia.

    This paper attempts to contribute to the understanding of the impacts of secure rural agricultural land rights on labour structural transformation from agriculture to non-agriculture as well as on urbanization, with a specific focus on Thailand. Using province-level panel data and instrumental variable strategy, partial land right entitlement (known in Thailand as SPK4-01 titling) is found to have a positive impact on labour movement towards the non-agricultural sector. In particular, approximately 27 per cent of this impact can be explained by enhanced farm productivity.

    Land is the most important productive asset in agrarian societies such as Cambodia’s. Throughout Cambodian history, land ownership rights have varied with changes in government. In the period before French colonisation (pre-1863), when all land belonged to the sovereign, people were freely allowed to till unoccupied land and could cultivate as much as they liked. With French colonisation, a property-rights system was introduced in 1884.

    Swidden (also called shifting cultivation) has long been the dominant farming system in Montane Mainland Southeast Asia (MMSEA). Today the ecological bounty of this region is threatened by the expansion of settled agriculture, including the proliferation of rubber plantations. In the current conception of REDD+, landscapes involving swidden qualify almost automatically for replacement by other land-use systems because swiddens are perceived to be degraded and inefficient with regard to carbon sequestration.

    This paper attempts to define the factors which determine emigration and rice doublecropping, i.e. rice cultivation on the same plot twice per year, by rural households in Cambodia, and investigates whether these decisions influence each other using data from a two-period panel survey of 231 households in three provinces in rural Cambodia. In the analysis, we take into account possible correlation between these decisions (through estimating a seemingly unrelated bivariate probit model) and unobserved heterogeneity among farmers (through estimating a random-effects probit model).
