    Since 2000, US$ 2.0-2.7 billion has been invested in feedstock cultivation for biofuel in 16 forest-rich countries, mostly in oil palm and sugarcane. An additional US$ 5.7-6.7 billion has been invested in biofuel production, especially sugar-based ethanol. While investments in some countries are driven by domestic policies to reduce fossil fuel imports, most are export driven. Sugar-based ethanol offers more opportunities to capture value added than biodiesel feedstocks which are amenable to export and processing abroad.

    Policymakers should recognise the size and value of the woodfuel sector and its importance to many people. Harvesters and producers need better access to trees and land to promote better management and reduce conflicts. The tax system for woodfuel should be revised to be transparent and pragmatic. Woodfuel from plantation forests and agroforestry should be favoured over woodfuel from valuable or threatened tree species. More attention should be paid to energy-efficient charcoal kilns and cooking stoves, as well as activities to promote their use.

    Peru has formalized property rights for 1,200 indigenous communities in the Amazon. These titled indigenous lands cover over 11 million hectares and represent approximately 17% of the national forest area. Progress has been possible due to multiple reforms that recognized indigenous rights to collective lands, a process characterized by complex and protracted conflicts among competing interests, shifting government priorities and continued resistance by indigenous people to contest efforts that undercut their interests.

    This infobrief provides an early snapshot of 17 REDD+ pilots under development in Indonesia in mid 2009. There is great variety in and experimentation by the proponents of REDD+ pilots. Three key dimensions useful for categorising early pilots are: 1) degree of spatial planning and heterogeneity of forest classification, 2) strategy for establishing long-term claims to carbon, and 3) predominant driver and agent of deforestation and degradation.

    Dry forests in Sub-Saharan Africa (SSA) cover approximately 43% of the continent. They are inhabited by nearly 236 million people, many of these the poorest in the world. A majority of the population of these regions is dependent on traditional energy sources (i.e., firewood, charcoal and organic wastes), subsistence farming, generally free-ranging livestock, and products harvested from the dry forests. Growing pressure on dry forest resources to meet human and socioeconomic development needs mean that dry forests are increasingly being utilised unsustainably.

    Governments have played only a marginal role in the development of the biofuels market in most developing countries. For biofuel development to contribute to domestic energy security objectives, considerable initial financial support may be required. Biofuel production for domestic or underregulated export markets may contribute to environmental degradation, given the poor performance of feedstock cultivation in environmental impact assessments.

The brief then documents lessons from experience catalyzing collective action among local community goups (in particular women’s groups) to engage in this development process and to help articulate the women’s aspirations in such a way that they could be heard by district decision makers.
