    This document was written by the Asian NGO Coalition for Agrarian Reform and Rural Development (ANGOC) with the view of increasing awareness and understanding in the context of the Philippines of the VGGT. This material draws from previous materials prepared by ANGOC as well as from the presentation and discussion during the training of trainers on “Increasing the use of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests among CSOs and Grassroots Organizations in the Philippines” held on 11-14 July 2016 in Tagaytay City, Philippines.

    In Asia, land issues affect women in ways that call for serious deliberation and action. Suffice it to say, the legitimate concerns of females transcend generations and geographical borders. Attaining a stable livelihood, meeting basic resource needs and having adequate housing are just some of the issues that affect women. There is, however, a pressing need to heed the woes of rural women in particular. The poor are swelling in numbers and the condition of poor rural women lies on the fringes of the global economic agenda.

It highlights the ambiguous land policies and processes as factors to the degradation of watershed and protected areas in Cagayan de Oro and Northern Mindanao Region of the Philippines, resulting to extreme typhoon disasters. Thus, this paper explains how the NLUA will address such policy issues from the local development perspective of Northern Mindanao.
