The demand for data as evidence is increasingly focused to monitor global and national developmental status and targets. Implementation of intentionally agreed commitments like Sustainable development Goals (SDGs) influence data production and availability, and the development of national statistical capacities (OECD, 2015)1 .

There was little political progress under the coalition government. The Office of Missing Persons was set up to investigate extra-legal disappearances and initiated some investigations. Parliament approved legislation to set up the Office of Reparations, but this is yet to be operationalized.

The assessment involved applying criteria from the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests (VGGT) to analyze the tenure implications for a wide array of proposed policies and measures (PAMs) to address deforestation and forest degradation. Nomadic pastoralism is a precarious lifestyle and a significant form of land use involving some form of mobility within extensive rangeland areas (WISP, 2007). Pastoralism provides 10% of the world’s meat production and supports approximately 200 million households worldwide (FAO, 2001). A declining trend in pastoralism with a shift to sedentary agro-pastoral practices on smaller tracks of land and its major implications on rangeland management have been noted by the authors across many regions.
