    New Zealand’s success in raising agricultural productivity has been accompanied by higher input use, leading to adverse effects on the environment. Until recently, analysis of farm performance has tended to ignore such negative externalities. The current emphasis on environmental issues has led dairy farmers to target improvements in both environmental performance and productivity. Therefore measuring the environmental performance of farms and integrating this information into farm productivity calculations should assist informed policy decisions which promote sustainable development.

With projected investment costsrunning into tens of billions of dollars, it is not surprising that greater attention is now beingfocussed on who should pay. One idea gathering significant momentum has been theimposition of an environmental levy.

    Hendy and Kerr (2005b) find that an emissions charge on agricultural methane and nitrous oxide of $25 per tonne of carbon dioxide (CO2) equivalent would be likely to reduce New Zealand‘s net land-use related emissions for commitment period one in the order of 3%, with full accounting. The costs per farmer and as a percentage of profit would be very high. This paper considers the regional impacts of such a policy in New Zealand by allocating the emission charge across space according to the location of animals.

    Australia has long been a major exporter of the products of broadacre agriculture, a production system well suited to the economic and climatic conditions of the country. According to the conventional wisdom, Australia holds a comparative advantage in these products, among which wheat and livestock products predominate. However, the future validity of this proposition is sensitive to the projected impacts of climate change.

    Infrastructure systems and services (ISS) are vulnerable to changes in climate. This paper reports on a study of the impact of gradual climate changes on ISS in Hamilton City, New Zealand. This study is unique in that it is the first of its kind to be applied to New Zealand ISS. This study also considers a broader range of ISS than most other climate change studies recently conducted. Using historical climate data and four climate change scenarios, we modelled the impact of climate change on water supply and quality, transport, energy demand, public health and air quality.
