    The second Multi-Stakeholders Dialogue Forum (MSD 02) was held from 29 to 31 March 2022 in Bahir Dar city, the capital of the Amhara region. The MSD Forum brought together 115 representatives of government officials, technical experts, investors, local community representatives, development partners, and the media in order to find solutions to the various challenges in the governance of largescale agricultural investments in Ethiopia. The three-days MSD meeting included presentations, group work and field visits.

    Of the nation's 122.2 million hectares of total area, 84.1 million hectares of land and 12.1 million hectares of water and water courses comprise the potentially productive cultivable land and water resources of the nation. At present, only 10.4 per cent of the total land area i.e. 12.9 million hectares is put under cultivation of which 9 to 91/2 million hectares have actually "been planted and harvested. Agriculture, the dominant sector of the country's economy is not only a goldmine in terms of potential but also a real source of wealth.

    Different government institutions in Ethiopia are working on land related issues to tackle and manage data and information independently from each other, even though their activities and mandates are often related or even overlap. Those institutions do not have a shared modern information management system to properly compile and store data in such a way that users from other relevant institutions can access and share such data and resources for better planning and informed decision making.

    There is a growing recognition that well-defined and enforceable property rights to land are important for a range of economic and social functions. To assess land governance at the country level, the World Bank has elaborated a diagnostic tool based on empirical indicators that aims to identify areas for improvement and that could be used to monitor progress in the land sector.
