Rational land use decisions of privatelandowners are analysed in the framework of CommonAgricultural Policy and other public support schemeseffective in Finland in 2003. Net present values arecomputed for a marginal hectare of a typical Finnishfarm. Three alternative land uses are considered:traditional cultivation of oats (Avena sativa L.),cultivation of reed canary grass (Phalaris ArundinaceaL.) for energy production, and production of Norwayspruce (Picea abies [L.] Karst.) timber.

In this paper we examine the social desirability ofethanol production from agricultural crops. Toendogenize the competition on land use, we employ aRicardian model of heterogeneous land quality, whereland is allocated to alternative crops on the basis of theirrelative profitability.

Capital gains taxes are likely to distort the market and resource allocations through so called “lock-in” effect, meaning discouraging trade transactions that trigger the tax payments. When it comes to agricultural land, the lock-in effect implies that the land ownership and active farming deviate from each other and, as a result, land tenancy increases.

No-till has been promoted as a cultivation method that reduces both productioncosts and the environmental impacts of farming relative to conventional tillage. Using farm-leveldata from Finland, we show that no-till has no statistically significant effect on totalvariable costs but that it increases the use of plant protection products and fertilizers, anddecreases the use of labor.

Without support, the levels of agricultural public goods will fall short of the demand in high cost countries like Norway, Finland and Iceland. However, as demonstrated in this paper using Norway as a case, the current support and agricultural activity is far out of proportions from a public goods perspective. Model simulations show that at most 40% of the current support level can be defended by the public good argument. Furthermore, the present support, stimulating high production levels, is badly targeted at the public goods in question.

This article solves and characterizes optimal decision rules to invest in irreversible land improvements conditional on land tenure insecurity. Economic model is a normative dynamic programming model with known parameters for the one period returns and transition equations. The optimal decision rules for liming are solved numerically, conditional on alternative scenarios on the likelihood that the lease contract and, thus, farmer access to land is either renewed or expired. The model parameters represent Finnish soil quality and production conditions.

Having done research on agricultural decollectivization and its consequences since 1992, Ilkka Alanen and his colleagues has accumulated a wealth of knowledge on the coping strategies people adopted in order to survive in the Baltic countries and elsewhere (See Alanen 1998, Alanen et al 2001 and Alanen 2004a). The problems turned out to be much more difficult than the reforms planers anticipated, and that some of the initial failures still overshadow people’s lives.

The purpose of the study was to find out the factors affecting farmland prices in Finland. A hedonic pricing model that takes into account the presence of spatial dependence was applied for a very large sales price data (6 281 observations). The results confirmed the importance of land quality and the structural change as determinants of land price. In addition, off-farm job possibilities seemed to have a significant role in determining land prices.
