The current land administration system in Pakistan aims at land revenue assessment and tax collection for the fiscal purposes. This system is organised or structured on the traditional land registers and cadastral maps in paper formats, and their maintenance is mainly dependent on the hard works of the local land administrator so called “Patwari” at the grass-root level within his jurisdiction.

The Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) and other research, predict a significant future increase in the frequency and intensity of heavy rainfall events in many regions. This increase runoff and soil erosion, and reduce agricultural productivity, as well as increasing risks of flood damage to crops and infrastructure. Implementing adaptation measures and improved land management through erosion control and soil protection are among those that protect water and agriculture and limit their vulnerability.

The oil palm boom in Southeast Asia has increased demand for institutional arrangements facilitating large-scale plantation development on customary lands. A financial model of an oil palm plantation in Sarawak, Malaysia, is used to explore six project types, including managed smallholders, three different joint-venture arrangements, renting, and (for comparison) a private plantation on state land. Benefit-cost analysis is used as basis for project, private (shareholder), and stakeholder analyses.
