    The countries of circum-Sahara Africa adversely affected by desertification, their sub-regional organisations, their Northern partners and the concerned international organisations of the United Nations System have created the Sahara and Sahel Observatory (OSS) in May 1992. OSS's mission is conducted within the international framework of the Convention to Combat Desertification (CCD) and Agenda 21 and aims to favour the development and the optimisation of its African partners' information wealth, for an optimal use of the means for combating desertification.

    The status of cadastral and land information systems in Africa is assessed, with specific reference to their capacity to assist decision-makers. Recommendations and guidelines are provided for the adaptation of existing systems and/or the development of new systems, so that they can be used for land reform, physical planning and integrated land administration. The guidelines take into account the need to create land information for decision-makers without creating unaffordable costs to the state, given that the average per capita income for Africa in 1995 was USD665.

    Population, environment and agricultural development constitute an inter linked, mutually-reinforcing paradigm which affects the level of food insecurity and the depth of poverty in a developing region such as Africa. Apart from chronic food insecurity and acute poverty, Africa is faced with other daunting threats. These include escalating population growth, widespread malnutrition, inadequate sanitation, and scarcity of clean water, air pollution and severe land degradation.

    Agriculture has recently been noted as a provider of non-market environmental benefits in addition to its traditional recognition as a source of negative externalities from polluting inputs. In this paper, a general equilibrium framework is used to determine optimal land subsidies and input taxes in agriculture. When agriculture generates both amenities and pollution, the optimal subsidy does not equal the net extra-market value of agricultural land.

    A project proposal whose aim is to promote more appropriate resource management on smallholder crop-livestock farms in East Africa is described. Prototypes of mixed farming systems will be developed to characterise farming systems according to their management objectives. These prototypes will then be used to map improvements of the farming systems by combining prototyping and simulation modelling. Scenarios will be explored to assess natural resource management interventions that promote sustainability of these prototype-farming systmes.

    The aim of this workshop was to consider methods of immunisation against East Coast Fever (ECF) and other forms of T. parva infection using the infection and treatment method or infection without treatment, and to identify needs for further research to improve vaccine quality and suitability; to consider present and future demands for T. parva vaccine and how these can be met; to review recent progress in developing alternative vaccines for the control of theileriosis caused by T. parva, to consider related research needs, and to identify training and information needs.

    The major objectives of this workshop are to sharpen the focus of ILRI's ecoregional research, to further identify commonalities in tools and new methods that can enable ILRI to do effective transregional research, and to identify improvements to the way in which ILRI does ecoregional research.

    There are diverse opinions as to what an ecoregional research approach should involve. Ecoregional research is meant to fill gaps in natural resources management research, rationalise overlapping mandates, provide focal points and streamline interactions between NARS (National Agricultural Research Systems) and CGIAR (Consultative Group on International Agricultural Research) centres. This paper describes the institutional structure and technical operation of the proposed ecoregional programme in sub-humid West Africa.
