This 2018 Article IV Consultation highlights that Mali’s economic recovery continued in 2017 amid persistent security challenges. GDP growth remained robust, at an estimated 5.3 percent supported by good harvests and robust domestic demand. Inflation was subdued, remaining well below the regional ceiling. The 2017 fiscal outturn and the 2018 budget are in line with the program targets and the goal of converging to the West African Economic and Monetary Union’s regional fiscal deficit norm of 3 percent of GDP by 2019.

Yet, methodologically they are designed to tackle marginal changes in the underlying dynamics of spatial urban systems. In the world with climate change, however, abrupt sudden non-marginal changes in economic system are expected. This is especially relevant for urban development in coastal and delta areas where the probabilities of natural hazards such as catastrophic floods and hurricanes increase dramatically with climate change.

Brazil has the fifth-largest national land area in the world and this land resource represents a critical asset for the country’s urban, agricultural, and economic development, also providing essential environmental services. Nevertheless, it has a historical lack of governance over its lands, failing to provide secure land rights and to control the extensive frauds resulting in public and private land grabs. The objective of this study is to depict evidence of these land grabs and propose a typology for analyzing them.

The deforestation occurs manly because property rights are not clearly establish, and occurs on land ruled directly or indirectly related to the state. After making a literature review on the Amazon region deforestation causes it will show, with data from PRODES (published by IMAZON, IPAN and ISA), on deforestation for the Amazon region and for the states revealing the main landowners types in which deforestation occurs more frequently.

The small landowners that occupied previously the region based on common rights were sometimes dispossessed.
