Land corruption – corrupt practices in the land sector – threatens the lives and livelihoods of people and communities, the environment and climate, food security and political stability. Its impacts are particularly acute for 2.5 billion people who live on and from the land. Addressing it requires a dedicated focus and assessment of land related institutions across different national contexts.
Questions about how land is governed and controlled in the context of multiple crises are key to debates about fair transitions. The energy transition, net-zero ambitions, nature protection, and food system transformation all involve claims on land, water, and forests. How these claims are framed, analysed, and governed, how access to land is organised, and who gets a seat at the table to discuss key decisions are questions of urgent concern from both a fair transitions perspective and a land governance perspective. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the context of National Food Security (CFS VGGT) promote secure tenure rights and equitable access to land, fisheries and forests as a means of eradicating hunger and poverty, supporting sustainable development, and enhancing the environment.

LAND-at-scale is a land governance support program for developing countries from the Ministry of Foreign Affairs of the Netherlands, which was launched in 2019. The aim of the program is to directly strengthen essential land governance components for men, women and youth that have the potential to contribute to structural, just, sustainable and inclusive change at scale in lower- and middle-income countries/regions/landscapes. The program is designed to scale successful land governance initiatives and to generate and disseminate lessons learned to facilitate further scaling.
RECOFTC and RRI co-organized the International Conference on Poverty Reduction and Forests: Tenure, Market, and Policy Reforms, which was held 3-7 September 2007 in Bangkok.
Over 200 participants including 134 international delegates from 20 countries convened on 8–9 August 2011 in Bangkok, Thailand, for two days of deliberations on the potential of community forestry to address some of the biggest challenges we face today. Be it persistent rural poverty, climate change, governance, deforestation, or rights of indigenous and local people, there were questions raised and solutions offered in several packed sessions ending in a Vision 2020 exercise and a Call for Action at the close of the Forum.
An international workshop on Forest and Land Tenure Reform was held in Vientiane on 28-29 August, 2012. The workshop was hosted by the National Assembly of Lao PDR, with support from RECOFTC – The Center for People and Forests through the Rights and Resources Initiatives (RRI). The workshop was attended by 89 participants representing government agencies, national assembly, civil society groups, and international organizations working in Lao PDR. In order to share experience of reforming forest tenure from other countries, resource persons were also invited from China, Nepal, Brazil and Vietnam.The key objective of the workshop was to continue the process of learning on forest land tenure reform from various countries, review and reflect on the current states of forest tenure in Lao PDR, and work out on pathways to forest tenure change.
