    This document presents the proceedings of the international conference held at the United Nations Economic Commission for Africa, Addis Ababa, Ethiopia, April 24-26, 2002. The theme of the conference was Policies for Sustainable Land Management in the East African Highlands, which was convened to bring together researchers, policy makers, development practitioners, donors and others to review, discuss and synthesize the findings and policy implications of policy research related to sustainable land management in the East African highlands.

    This paper investigates the livelihood strategies and land management practices used in the highlands of Tigray region, the factor influencing them, and their implications for crop production and income, livestock income and investment, other sources of income, and farmers; perceptions of land degradation. The findings of the study shows that profitable opportunities exist to increase agricultural production, household incomes and achieve more sustainable land management in the highlands of Tigray.     Using a household bioeconomic modelling approach, this paper analyses the impact of advancing in-kind credit in the form of fertilizer and seed on smallholder farmers with different levels of wealth in the Ethiopian highlands. Cropland allocation and household consumption patterns are examined in relation to credit availability. The paper then explores appropriate policy mechanisms for advancing credit to smallholder farmers in order to encourage intensification.

    This paper evaluates the nature and determinants of community management (collective action) of woodlots and grazing lands in the northern Ethiopian highlands of Tigray. It identifies the nature of management of woodlots and grazing lands, the roles of different organisations (local and external) in managing them, and the benefits and problems encountered. Econometric analysis was used to investigate the determinants of collective action and its effectiveness in managing these resources. The paper ends with comment from Ephraim Nkonya.

    Much policy interest in sanitation and hygiene promotion focuses on changing behavior and increasing demand for these goods. Yet the effectiveness of large-scale interventions has been mixed, in large part because of the difficulty of changing attitudes on deeply rooted behaviors. This study tests whether an experiential learning exercise structured around an experimental game can be used to shift preferences around sanitation and hygiene.

    The paper revisits seasonality by assessing how the quantity and quality of diets vary across agricultural seasons in rural and urban Ethiopia. Using unique nationally representative household level data for each month over one calendar year, we document seasonal fluctuations in household diets in terms of both the quantity of calories consumed and the number of different food groups consumed.
