    The workshop was attended by 89 participants representing government agencies, national assembly, civil society groups, and international organizations working in Lao PDR. In order to share experience of reforming forest tenure from other countries, resource persons were also invited from China, Nepal, Brazil and Vietnam.The key objective of the workshop was to continue the process of learning on forest land tenure reform from various countries, review and reflect on the current states of forest tenure in Lao PDR, and work out on pathways to forest tenure change.

    The current land administration system in Pakistan aims at land revenue assessment and tax collection for the fiscal purposes. This system is organised or structured on the traditional land registers and cadastral maps in paper formats, and their maintenance is mainly dependent on the hard works of the local land administrator so called “Patwari” at the grass-root level within his jurisdiction.

    The period under review covers 20 months under a coalition government, a constitutional crisis and a few months when the president and the prime minister, leading different political parties, jockeyed for position. There was little political progress under the coalition government. The Office of Missing Persons was set up to investigate extra-legal disappearances and initiated some investigations. Parliament approved legislation to set up the Office of Reparations, but this is yet to be operationalized.

    Land Tenure Considerations in Sri Lanka’s Proposed National REDD+ Strategy

    At the request of the Sri Lankan Government an assessment was designed and conducted as part of the development of the country’s national strategy on REDD+.  The assessment involved applying criteria from the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries, and Forests (VGGT) to analyze the tenure implications for a wide array of proposed policies and measures (PAMs) to address deforestation and forest degradation.  The assessment will help Sri Lanka to prioritize and make investment decisions among the PAMs.

    The state owns over 80% of the land in Sri Lanka. The remainder is owned by private parties. Under the State Lands Encroachments Ordinance, all waste lands, forest lands, unoccupied and uncultivated lands are presumed to belong to the state until the contrary is proved (section 7) and all cinnamon land which have been uninterruptedly possessed by the state for over 30 years are held and deemed to belong to the state (section 6).

    Nomadic pastoralism is a precarious lifestyle and a significant form of land use involving some form of mobility within extensive rangeland areas (WISP, 2007). Pastoralism provides 10% of the world’s meat production and supports approximately 200 million households worldwide (FAO, 2001). A declining trend in pastoralism with a shift to sedentary agro-pastoral practices on smaller tracks of land and its major implications on rangeland management have been noted by the authors across many regions.
