    This report brings together four studies that evaluate regulatory initiatives with implications for forest-dependent communities from a rights-based perspective. These are: The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 – India; Regulatory initiatives and selected outcomes of judicial processes in Malaysia; The Community Forest Act (2007) – Thailand; and The Indigenous People’s Rights Act (1997) – Philippines. Each study covers law making, content and implementation.

    L’année 2021 marque l’achèvement de la troisième année complète de mise en oeuvre de l’Initiative pour la restauration (TRI). Malgré les difficultés persistantes liées à la pandémie mondiale de covid-19, 2021 a vu des progrès encourageants. Les exigences de travail à domicile et autres restrictions ayant été levées, les participants aux projets ont pu retourner sur le terrain et mettre en oeuvre les analyses, les recommandations relatives aux stratégies et les plans de restauration et de gestion du paysage élaborés en 2020 pour accélérer les actions de restauration.

    Community forestry in Nepal is intended to reduce poverty by sustainable management of forests. Timber is one of the most high-value forest products, especially in the case of Sal (Shorea robusta) forests in the Terai region of Nepal. Despite having several advantages, including high value forests on fertile land, connection with transportation networks, and being close to regional markets, community forests in the Terai region produce little or no timber from their Sal forests. This research looks at what is affecting the production of Sal timber from community forests.

    Funds generated through community forestry offer crucial and significant resources for rural in Nepal. This study examines forestry funds in 100 communities in three districts to assess how large they are and how they are utilized. The study finds that the income from community funds increases local development resources by about 25%. This income is invested in schools, temples, roads, and water reservoirs, which bodes well for rural development.

    Decentralized forest management is an important policy issue in India and elsewhere. Yet there are few careful studies of the impacts of community forestry. The authors try to fill this gap by analyzing National Sample Survey data from 524 villages in five states in India. Their analysis seeks to answer two key questions: (1) Who participates in community forestry and what are the determinants of participation? (2) What is the impact of participation on household fuelwood consumption?

    Despite the local and global importance of forests, deforestation driven by various socio-economic and biophysical factors continues in many countries. In Nepal, in response to massive deforestation, the community forestry program has been implemented to reduce deforestation and support livelihoods. After four decades of its inception, the effectiveness of this program on forest cover change remains mostly unknown.
