Contested histories and current struggles
Articles et Livresmai, 2021Afrique du Sud, Amérique du SudLand, Law and Chiefs in Rural South Africa analyses contestations of power and control over land through the lens of local case studies in the densely settled former African ‘homelands’ or Bantustans. These were areas reserved for African occupation by the apartheid government and when the ANC came to power in 1994, they were the poorest and least developed parts of the country. Over the last few decades, mineral deposits have been exploited and some are located close to the boundaries of rapidly expanding cities, such as Durban, where peri-urban land is at a premium.

The battle for land reform is a persistent and intensifying dimension of politics and social life in the Global South where people are struggling to escape the claws of colonialism and capitalism. Here, the violent history of being stripped of the land and forced to sell labor power has left a legacy of enormous destruction both to the land and to society. Various movements are rising up to resist this injustice by advocating for the transformation of the relationship that people have with the land.

Memorial Parking Trees (MPTs) are a new variant of a nature-based solution composed of a bioswale and a street tree allocated in the road, occupying a space that is sub-utilised by parked cars. This infill green practice can maximise the use of street trees in secondary streets and have multiple benefits in our communities. Using GIS mapping and methodology can support implementation in vulnerable neighbourhoods.

Inequality in land ownership remains a major issue in many developing countries, such as Brazil, Colombia, and South Africa. Donors advocate a new model of "willing-buyer/willing-seller\", market-led land redistribution, but actual redistribution has fallen short of expectations. Little effort has been made so far to formalize the obstacles to market-led land redistribution.

The author describes a new type of negotiated land reform that relies on voluntary land transfers negotiated between buyers and sellers, with the government's role restricted to establishing the necessary framework for negotiation and making a land purchase grant available to eligible beneficiaries. This approach has emerged-following the end of the Cold War and broad macroeconomic adjustment--as many countries face a second generation of reforms to address deep-rooted structural problems and provide a basis for sustainable economic growth and poverty reduction.

As of 2017, SGP has awarded over 3,800 small grants to land degradation projects in over 120 countries, many of which are in regions with extreme levels of poverty and food insecurity across Africa and Latin America. Africa, in particular, is experiencing the highest population growth of the developing world, while being exposed and vulnerable to the rising impact from climate change.
