The battle for land reform is a persistent and intensifying dimension of politics and social life in the Global South where people are struggling to escape the claws of colonialism and capitalism. Here, the violent history of being stripped of the land and forced to sell labor power has left a legacy of enormous destruction both to the land and to society. Various movements are rising up to resist this injustice by advocating for the transformation of the relationship that people have with the land.

The author describes a new type of negotiated land reform that relies on voluntary land transfers negotiated between buyers and sellers, with the government's role restricted to establishing the necessary framework for negotiation and making a land purchase grant available to eligible beneficiaries. This approach has emerged-following the end of the Cold War and broad macroeconomic adjustment--as many countries face a second generation of reforms to address deep-rooted structural problems and provide a basis for sustainable economic growth and poverty reduction.

Inequality in land ownership remains a major issue in many developing countries, such as Brazil, Colombia, and South Africa. Donors advocate a new model of "willing-buyer/willing-seller\", market-led land redistribution, but actual redistribution has fallen short of expectations. Little effort has been made so far to formalize the obstacles to market-led land redistribution.

Agriculture influences and shapes the world’s ecosystems, but not always in a positive way. More than 2.5 billion people are globally involved as stewards of land and water ecosystems that constitute the natural resource base for feeding the current and future world population. Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need.
