This publication is based on the “Study on Fraud in Land Administration Systems” presented at the Twelfth Session of the Working Party on Land Administration in 2021. It is an update to the 2011 “Study on the Challenges of Fraud to Land Administration Institutions" (ECE/HBP/165). Desertification, land degradation and drought affect more than 2 billion people and the situation might worsen due to the unsustainable use of soil and water under present scenarios of climate change. The UNCCD 10-year strategy points out the importance of science, knowledge sharing systems and awareness raising to support policymakers in reversing this trend. Sustainable land management practices, including sustainable agriculture, provide important local, regional and global benefits.

Asia and the Pacific, for the purposes of this book, encompasses a vast territory extending from Mongolia in the north to New Zealand in the south; from the Cook Islands in the east to Kuwait in the west (Map 1). The environmental diversity of Asia and the Pacific is therefore vast, and is contrasted by the region’s coldest and hottest deserts, verdant tropical rainforests, extensive steppe, desert steppe, grassland and rangelands, mountains and plains.

Dryland mountains are among the least-known environments in the world, and certainly one of the most overlooked by decision- and policy-makers. Dryland mountains have an outstanding strategic value. They act as water towers for surrounding dry lowland areas, as shown by the examples of the Rocky Mountains of North America, the Central Andes, the mountains of the Mediterranean Basin, the Sahara and Sub-Saharan Africa, West Asia, and Central Asia

Countries of the Near East, North Africa, Europe and Central Asia (NEN) region face a myriad of social, economic and political challenges that have stalled their structural and rural transformation processes. This has had a detrimental impacton rural youth, who, as a result, face limited economic opportunities. The NEN region has the highest youth unemployment rates in the world. Weak education systems are failing to provide youth, especially in rural areas, with the cognitive and non-cognitive skills they need to compete in a global economy.

The year 2002 marked ICARDA's 25th anniversary, and coincided with several honors and awards for the center's excellence in research. Research on developing high-yielding kabuli chickpea varieties that thrive in cool, wet winter conditions earned the 2002 King Baudouin Award of the Consultative Group on International Agricultural Research (CGIAR), jointly with the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), which focuses on desi chickpea.

This issue of Caravan showcases some of ICARDA’s efforts of coping with climate change in dry areas with improved water land management and resilient production systems. These include initiatives in conservation agriculture which provide sustained production levels while conserving the ecosystems on which our entire food system is dependent upon. ICARDA continues to make significant contributions in the promotion of sustainable water land management approaches and technologies devised by researchers and farmers.

MENA’s permanent cropland – currently at less than 6% of the total land area – is shrinking due to serious land degradation and recurrent droughts. The region faces the most severe water shortage in the world with annual renewable water resources per capita estimated to decline from 1,045 m3/yr in 1997 to 740 m3/yr in 2015.
