Localization—the growing economic and political power of cities, provinces, and other sub-national entities—will be one of the most important new trends in the 21st century. Together with accelerating globalization of the world economy, localization could revolutionize prospects for human development or it could lead to chaos and increased human suffering.Improved communications, transportation and falling trade barriers are not only making the world smaller they are also fueling the desire and providing the means for local communities to shape their own future.

This report presents the outcome of a macroeconomic survey of the forest sector of the Republic of Latvia. It presents issues and parameters facing public and private sector decision-makers in their respective attempts to develop this sector. It identifies opportunities and constraints to investment and proposes measures to, accordingly, either engage them or remove them. It also attempts to introduce simple methodologies to undertake analysis currently constrained by the absence of more comprehensive data.

In response to slow growth in the agricultural sector and as part of a general shift towards a more market-oriented economy, the Government of Egypt started liberalizing the agricultural sector in 1987. Controls over wheat production and marketing were eliminated and wheat producer prices were brought closer to international levels. As a result, there has been remarkable increases in wheat crop area and yields, causing wheat production to triple from 1986 to 1998.

This paper uses a Computable General Equilibrium (CGE) model to simulate the short-run effects of alternative food- subsidy scenarios. Savings from reduced subsidy spending are used to reduce direct taxes uniformly for all household types. The model uses a 1996/97 database with detailed household information. The simulated impact of targeting or eliminating oil and sugar subsidies is small: disaggregated real household consumption changes by ±0.3 percent.
