Poverty in the Near East and North Africa region (NENA) is mainly a rural phenomenon. Almost half (48%) the area’s population lives in rural areas. This report focuses on key rural poverty issues in 13 diverse countries in the region, without attempting to propose policy or programme actions at national or local levels. "Despite the 2005 Comprehensive Peace Agreement, which brought to an end 20 years of civil war in the Sudan, this country continues to experience smaller-scale conflicts, particularly around access to and control of natural resources. Some observers lay the blame for this on ethnopolitical or tribal divisions. However, this paper argues that there are a variety of factors at play behind these conflicts, notably the combination of resource scarcity with a crisis of governance that is particularly evident in transitional areas like the Kordofan region.

The number of displaced people in Sudan as a result of conflict and famine over nearly two decades of war has been estimated to be in the millions. The lengthy period of time that many local populations have been dislocated and the consequent disruption of food producing activities poses complicated problems in both near-term food security and the longer-term rehabilitation of the country's traditional agricultural sector. Recovery of households and production systems after years of conflict and famine for the displaced will involve more than simply a return to home areas.

Land is a central issue for both rural and urban communities in Sudan. It is not just a means of livelihood and basic survival, but also has profound cultural and socio-political dimensions. Local level conflict over access to natural resources, often in a context of environmental degradation, have always characterised the interaction of different groups in Sudan. However, issues of governance and administration, both at the local and national levels, have precipitated these conflicts and magnified their impact to a national scale.
