Land use change has become increasingly acknowledged as an important issue in terms of understanding the processes of global change. Hence, land use decision-making by smallholder communities in developing countries become a vital part of the broader comprehension of environmental and social change that are related to the change processes at the global scale. A wide range of analytical and conceptual frameworks has been developed to facilitate and sharpen such analyses, ranging from very theoretical to directly operational approaches.

This article analyzes the efficiency of Water Users Associations (WUA) in the Cap Bon region(Tunisia) and studies its main determinants. The analysis is performed in two stages. First, theefficiency is measured via the nonparametric “Data Envelopment Analysis” (DEA) technique. TheDEA models are constructed not only to assess the overall WUA efficiency but also to evaluate themanagement and engineering sub-vectors efficiencies separately through a mathematical modificationin the initial DEA model. In a second stage critical determinants of efficiency are determined using aTobit model.

This paper provides a methodology for comparing global land cover maps that allows for differences in legend definitions between products to be taken into account. The legends of the two maps are first reconciled by creating a legend lookup table that shows how the legends map onto one another. Where there is overlap, the specific definitions for each legend class are used to calculate the degree of overlap between legend classes. In this way, one-to-many mappings are accounted for unlike in most methods where the legend definitions are often forced into place.
