After the severe droughts in the 1970s and 1980s, and subsequent debates about desertification, analyses of satellite images reveal that the West African Sahel has become greener again. In this paper we report a study on changes in tree cover and tree species composition in three village landscapes in northern Burkina Faso, based on a combination of methods: tree density change detection using aerial photos and satellite images, a tree species inventory including size class distribution analysis, and interviews with local farmers about woody vegetation changes.

This study was carried out at the communal rangelands of Dhahar, Saharan area of Southern Tunisia, to assess the impact of restoration and rehabilitation techniques on natural vegetation cover. Two rangeland types (Rhanterium suaveolens and Anthyllis sericea) were subjected to three management modes: two years rest (M), reseeding Stipagrostis pungens (S) and free grazing (T). In all plots, total plant cover, species richness and grass density where determined in spring 2008.

Dryland regions in Sub-Saharan Africa are home to one-half of the region’s population and three-quarters of its poor. Poor both in natural resources and in assets and income, the inhabitants of drylands are highly vulnerable to droughts and other shocks. Despite a long history of interventions by governments, development agencies, and civil society organizations, there have been no sustained large-scale successes toward improving the resilience of drylands dwellers.

More than 200 million people living in dryland regions of Sub-Saharan Africa make their living from agriculture. Most are exposed to weather shocks, especially drought, that can decimate their incomes, destroy their assets, and plunge them into a poverty trap from which it is difficult to emerge. Their lack of resilience in the face of these shocks can be attributed in large part to the poor performance of agriculture on which their livelihood depends. Opportunities exist to improve the fortunes of farming households in the drylands.

The Kurdistan Region of Iraq (KRI) is a constitutionally recognized semiautonomous region in northern Iraq. Its government, the Kurdistan Regional Government (KRG), based in Erbil, has the right, under the Iraqi constitution of 2005, to exercise legislative, executive, and judicial powers according to the constitution, except in what is listed therein as exclusive powers of the federal authorities. The Iraqi constitution defines the Kurdistan Region as a federal entity of Iraq. KRG has a parliamentary democracy with a regional assembly that consists of 111 seats.

The primary focus of this book is on a specific outcome of the rule of law: the practical enforcement of laws and policies, and the determinants of this enforcement, or lack thereof. Are there significant and persistent differences in implementation across countries? Why are some laws and policies more systematically enforced than others? Are “good” laws likely to be enacted, and if not, what stands in the way? We answer these questions using a theoretical framework and detailed empirical data and illustrate with case studies from Morocco, Tunisia and Jordan.

The purpose of this paper is to document the different steps followed to construct the Tunisian Social Accounting Matrix (SAM) for the year 2012. More precisely, it describes the estimation methods and the nature of data used in the development of the SAM, which has a specific focus on the agriculture and food sectors. The SAM also features a regional disaggregation by three agro-ecological zones.
