Agriculture influences and shapes the world’s ecosystems, but not always in a positive way. More than 2.5 billion people are globally involved as stewards of land and water ecosystems that constitute the natural resource base for feeding the current and future world population. Yet, conventional agronomic interventions based on ‘hard’ agricultural engineering compromise various eco-services that are required for sustainable agricultural development.

To help break the cycle of poverty, improve food and nutritional security, halt or reverse the alarming process of resource degradation in the dry areas, and help communities adapt to the impacts of climate variability and change, ICARDA’s Strategic Plan 2017-2026 outlines our research and organizational approach for action to achieve our vision of thriving and resilient communities in the dry areas of the developing world.

This document presents the Strategic Plan of the International Center for Agricultural Research in the Dry Areas for the period from 2017 to 2026. ICARDA’s mission is to enhance food, water, and nutritional security and environmental health in the face of global challenges, including climate change. Through preparedness for change and productivity gains in the rural economy, ICARDA will contribute to poverty reduction and social stability as our overarching goal. Innovative science, partnerships for impact, capacity development, and a fit-for-purpose organization are our tools.

Non-tropical dry areas cover over 40% of the world’s land surface with a growing population of more than 2.5 billion people. These people grow 44% of the world’s food and keep half of the world’s livestock, yet one in six live in chronic poverty. Dry areas also face major challenges, including insufficient rainfall, climate variability and change, land degradation, desertification, recurring droughts, temperature extremes, high population growth, widespread poverty, and unemployment.

Widespread heat waves, floods, and droughts last year were a strong reminder of the threats posed by climate change. In the non-tropical dry areas where ICARDA works we are becoming accustomed to record high temperatures and increasing water scarcity year on year. Resilience and climate change adaptation are at the heart of ICARDA’s new Strategic Plan 2017-2026 – a bold and ambitious effort to harness cutting-edge science and deliver the tools and technologies that smallholder farmers need to maintain agricultural production and protect their livelihoods.

ICARDA continued to play a critical role in the development, improvement, and dissemination of climate-resilient crop varieties last year. The varieties strengthened food and nutritional security and provided a critical defense against extreme temperatures, water scarcity, and the emergence of new pests and diseases.

Accessibility to clean and sufficient water resources for agriculture is key in feeding the steadily increasing world population in a sustainable manner. Nature-Based Solutions (NBS) offer a promising contribution to enhance availability and quality of water for productive purposes and human consumption, while simultaneously striving to preserve the integrity and intrinsic value of the ecosystems. Implementing successful NBS for water management, however, is not an easy task since many ecosystems are already severely degraded, and exploited beyond their regenerative capacity.

Fragility has become the reality in several countries of the Middle East and North Africa. Armed conflict and forced displacement are taking an enormous toll on human lives, with the region accounting for about 60 percent of the estimated global total of battle-related casualties since the turn of the millennium. Conflicts and fragility have also had negative economic impacts, with countries directly affected by conflict such as Syria and Yemen losing as much as half of their pre-war GDP.

Access to safe water and sanitation and sound management of freshwater ecosystems are at the very core of sustainable development. This is the aim of Sustainable Development Goal 6 (SDG 6), which includes approaches to water management supported by international cooperation, capacity building and stakeholder participation.

Indicator 6.4.1 has been designed to assess the economic and social use of water resources in terms of the value added when they are used in different sectors of the economy.
