In this paper authors present a preliminary approach to the evaluation of policies and projects based on current thinking on cost benefit analysis and real option methodology and the authors' recent work on the same subject. Authors start from the assumption that economic agents undertake investment projects in order to create and exploit opportunities for increasing profits, growth, wealth and, ultimately, their welfare. These opportunities are options, rights and not obligations to take some action in the future.

Doing business sheds light on how easy or difficult it is for a local entrepreneur to open and run a small to medium-size business when complying with relevant regulations. It measures and tracks changes in regulations affecting 10 areas in the life cycle of a business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency.

Expansion and development of urban areas require acquisition of land, which, in turn, often requires physical relocation of people who own or occupy this land. Land acquisition and resettlement may also be required to improve the lives of the more than 1 billion people who currently live in slums around the world, most of them in developing countries. Therefore, any effort to embark on significant, sustainable urban development needs to ensure that there are adequate processes for land acquisition and, so that resettlement does not become a constraint to much needed urban development.

The primary focus of this book is on a specific outcome of the rule of law: the practical enforcement of laws and policies, and the determinants of this enforcement, or lack thereof. Are there significant and persistent differences in implementation across countries? Why are some laws and policies more systematically enforced than others? Are “good” laws likely to be enacted, and if not, what stands in the way? We answer these questions using a theoretical framework and detailed empirical data and illustrate with case studies from Morocco, Tunisia and Jordan.

    Cereal production accounts for about
seventy percent of all agricultural land in Morocco. Cereal
producer prices, influenced by the government, are higher
than world prices. Production is divided into six broad
agro-climatic zones. About half of cereal production is
concentrated in the favorable, and intermediate zones; the
rest occurs mostly in less favorable (arid and semi-arid)
zones, with average annual rainfall below 450 millimeters.

This report is the first step in a
process toward using environmental damage cost assessments
for priority setting and as an instrument for integrating
environmental issues into economic and social development.
The report provides estimates of damage cost for several
areas of the environment: air, water, land and forests, and
waste disposal. The estimates should be considered as orders
of magnitude and a range is provided to indicate the level

The authors focus on policy interventions for improving irrigation water allocation decisions by including both macro and micro considerations in a unified analytical computable general equilibrium (CGE) framework. The approach is demonstrated, using the case of Morocco, by analyzing selected policy (top-down and bottom-up) interventions and external shocks that affect the water sector. Both direct and indirect effects of these interventions are identified. The top-down (macro-to-micro) links are of a trade reform type.

    The report provides detailed information
on the geographical distribution of poverty and
vulnerability throughout the country - i.e. regions,
