    During the last two decades, the Tunisian government has engaged in a vast program for the conservation and mobilization of natural resources. In the Jeffara region, which encompasses the study site, huge works for soil and water conservation (water harvesting) have been implemented whose immediate effects are visible but their efficiency in both the short and the long term need to be assessed and evaluated in detail (De Graaff J. and Ouessar M., 2002).

    Most of the world’s poor work in the “informal economy” – outside of recognized and enforceable rules. Thus, even though most have assets of some kind, they have no way to document their possessions because they lack formal access to legally recognized tools such as deeds, contracts and permits.

    This paper represents part of an area of work which analyses the linkages between rights to land and water. An initial scoping paper explored the interface between land and water rights (LSP Working Paper 10: Hodgson, S. (2004). “Land and water – the rights interface”). It is complemented by two regional analyses: this Working Paper and LSP Working Paper 25: IIED. (2006). “Land and water rights in the Sahel: Tenure challenges of improving access to water for agriculture”.

    The effect of prime-age adult death and its consequences on access to land for the survivors has not been fully explored nor incorporated into policy regardless the fact that high adult mortality is now the lived reality in countries affected by HIV/AIDS, particularly in Africa. This paper explores the gendered relationships between adult death due to HIV/AIDS and changes in land rights for the survivors particularly widows. In many African societies, women have traditionally accessed land through marriage.

    "In this paper we present the findings of a qualitative investigation into some dimensions and implications of policy volatility in the realms of natural resource (NR) governance and devolution in contemporary Sudan, with particular reference to Greater Kordofan. Our goal is to map out some aspects of the interplay between volatility, disempowerment processes affecting both state agents and the rural population, and certain problems of governance that are characteristic but not unique to Sudan.
