    Multi-criteria decision analysis (MCDA), also termed as multi-criteria assessment (MCA), is a powerful policy appraisal tool but as Stirling (2006) has suggested, it can be used both for opening up and closing down policy discourses. Our analysis of MCA in addressing a conflict between state forestry and indigenous Sámi reindeer herding in Upper Lapland, Finland, illustrates MCA's potential in promoting open discussion about policy alternatives and their consequences, and also its limitations in highly controversial policy processes.

    The ongoing forest biodiversity protection programme in Finland (METSO) relies on voluntary participation of family forest owners. Even though the programme has gained wide acceptability among owners, compared to traditional conservation such as land acquisition, more owners need to be engaged. In this study, we examined how the new protection measures have diffused among forest owners. This analysis will help find means to promote the protection among owners who could but have not yet participated. The theoretical background is innovation diffusion.

    A voluntary conservation approach may reveal environmentally minded landowners who are willing to protect their lands with a compensation that is lower than the market price based compensation. Consequently, voluntary conservation programs may induce lower costs than traditional obligatory programs, such as a land taking. We compared the costs accrued from land purchasing with those from temporal land leasing. The costs included both direct costs, such as fees of land acquisition and compensation payments in land leasing, and transaction costs.

    Plant communities of 57 field boundaries, in four regions of Finland, were sampled for this study focusing on factors affecting species diversity and community composition. All the boundaries were buffer strips established following the guidance of an Agri-Environmental Support Scheme. Data on edaphic factors, boundary management practices and spatial coordinates were used as explanatory variables in the data analyses using variation partitioning by Redundancy Analysis and univariate statistics.

    Traditional nationwide agri-environmental policy measures are not always efficient to ensure the provision of environmental services that would match peoples’ preferences. This study suggests a landscape value trade (LVT) scheme to be locally implemented so as to ensure the supply of agricultural landscape attributes demanded by local citizens. The feasibility of LVT, a ‘user-financed’ payment for environmental services (PES) scheme, is analysed in a local case from the southern part of Finland. We examine the disposition of both landowners (sellers) as well as residents (buyers).

    Land improvements with long pay-back periods are often delayed on leased agricultural land. The delay in improvements has been found to result in land degradation, decreased land productivity and environmental problems. An important question is thus how landowners would respond to regulations and mandates concerning land improvements. Based on a Finnish landowner survey, we analysed landowner choices under certain land improvement regulations, using the currently dominant choice of leasing land for agricultural use as the benchmark.

    Farmers are key actors in land management confronted with society’s increasing demand for public goods. Understanding farmers’ values and motivations is essential to policy makers to foster more sustainable production practices. So far, no definite value profile for European farmers exists. Based on Schwartz’s theory of basic human values, we statistically analyzed six rounds of the European Social Survey to explore farmers’ value orientations in Austria, Denmark, Finland, Germany, the Netherlands, Sweden, and Switzerland.

    Geographical information systems (GIS)-based approaches support the traditional empirical assessment and monitoring measures to indicate large-scale environmental alterations caused by global change. We examined the relationship between cover patterns of emergent aquatic plants derived from the CORINE land cover database, and environmental gradients (i.e. lake, climate and land cover and soil variables) at four different buffer scales (50m, 100m, 300m and 500m) in 408 boreal lakes in Finland.

    Collaborative planning processes have been criticized for inefficiency, but attempts to improve them in planning of urban nature have been limited by lack of usable evaluation methodologies. This paper presents a framework for evaluating and designing collaborative processes in strategic planning of land use and nature areas. A framework with four key perspectives and their success criteria was developed with the help of literature and data from interviews and focus groups in two case areas in the Helsinki metropolitan area, Finland.

    Although the transmission line network is relatively comprehensive in many countries, there are new needs to develop the networks due to the increased consumption of energy and new decentralized energy sources. However, compared with other large-scale infrastructure in the landscape, there has been relatively little research on the perceptions of transmission lines. Consequently, the aim of this study was to analyse how transmission lines are perceived in comparison with other landscape elements and how the perceptions of existing transmission lines differ from those concerning new lines.
