These Regulations set out the written representations procedure that may be used for deciding whether to authorise the compulsory purchase of land in England and Wales. They apply only when the acquiring or confirming authority is a Minister of the Crown. The procedure may only be used for compulsory purchase orders that are subject to the Acquisition of Land Act 1981 and not subject to special parliamentary procedure. When there are objections to authorising compulsory purchase, the written representations procedure may be used as an alternative to holding an inquiry or hearing.

The purpose of these papers is to explore issues related to livestock development in the context of poverty alleviation. Livestock is vital to the economies of many developing countries. Animals are a source of food, more specifically protein for human diets, income, employment and possibly foreign exchange. For low-income producers, livestock can serve as a store of wealth, provide draught power and organic fertiliser for crop production and a means of transport.

The 26 December 2004 earthquake and tsunami devastated the lives of millions. With considerable determination, local communities have joined national and international organizations and governments to bring relief and start the recovery work. FAO has been involved in assisting the affected countries in numerous ways so that agricultural activities may be resumed. While short-term assistance is indispensable, strategic planning for medium and long-term rehabilitation in collaboration with partners and governments is required for appropriate intervention.

The Regulations establish a scheme (the “Environmental Stewardship”) under which the Secretary of State may make grants for the management of land. Regulation 3 enables the Secretary of State to make a grant to any person who enters into, and complies with, the conditions of an environmental stewardship agreement with the Secretary of State. The agreement must require the beneficiary to carry out an activity which is conducive to a specified purpose on land in which he has an interest. It also provides for the variation of the conditions of such agreements.
