This report takes place within the framework of the regional project “Maximize the production of goods and services of Mediterranean forest ecosystems in the context of global changes” (2012-2016) financed by the French Global Environment Facility together with the German Cooperation (GIZ), the French Ministry of Agriculture, Agrifood, and Forestry, and the European Union in 5 countries in North Africa (Algeria, Morocco, Tunisia) and the Near East (Lebanon, Turkey).

These guidelines are the result a consultative process that involved a large number of practitioners from both developed and developing countries. Two meetings were held in Glasgow and Delhi and a tentative outline was agreed upon. The guidelines are intended to provide a reference framework for decision makers and planners to adequately plan, design and manage the forest and trees in and around their cities.

The Land Tenure Journal is a peer-reviewed, open-access flagship journal of the Climate, Energy and Tenure Division (NRC) of the Food and Agriculture Organization of the United Nations (FAO). The Land Tenure Journal, launched in early 2010, is a successor to the Land Reform, Land Settlement and Cooperatives, which was published between 1964 and 2009. The Land Tenure Journal is a medium for the dissemination of quality information and diversified views on land and natural resources tenure. It aims to be a leading publication in the areas of land tenure, land policy and land reform.

Its Phase 1 was implemented from October 2012 to June 2016 as a multi-donor programme overseen by a steering committee and managed by the VG-Tenure Secretariat hosted by FAO.

The study provides examples of the increasing trend of home countries in establishing binding legal norms and other mechanisms as safeguards that are relevant for agricultural investment.
