This guide is about extending the recording or registration of tenure rights to people who currently are not served by systems to record their rights. It provides practical advice on ways to introduce a new system to record tenure rights and for the recording of rights for the first time by the state, a process that is sometimes called first registration.

The region of Karamoja, located in the northeast of Uganda, is the poorest and least developed region in the country. Historically, Karamoja has been a pastoral area; crop production, which is less reliable there, has recently emerged as an important source of household food and income in some areas. Although Karamoja bears similarities to other pastoral regions in East Africa, few of its households are self-sufficient in terms of food and most rely on barter trading for much of their staple foods.

Evidence from 33 Countries
Rapports et recherchesmars, 2019Maroc, Tunisie, Kenya, Madagascar, Malawi, Mozambique, Rwanda, République-Unie de Tanzanie, Ouganda, Zambie, Cameroun, Namibie, Bénin, Burkina Faso, Ghana, Côte d'Ivoire, Libéria, Niger, Nigéria, Sénégal, Costa Rica, Honduras, Mexique, Bolivie, Colombie, Équateur, Pérou, Cambodge, Indonésie, Thaïlande, Viet Nam, Jordanie, Royaume-UniThis report uses household-level data from 33, mostly developing, countries to analyse perceptions of tenure insecurity among women. We test two hypotheses: (1) that women feel more insecure than men; and (2) that increasing statutory protections for women, for instance by issuing joint named titles or making inheritance law more gender equal, increases de facto tenure security.

Property rights are a cornerstone of economic development and social justice. A fundamental way of understanding the strength of property rights is through citizens' perceptions of them. Yet perceptions of tenure security have never been collected at a global scale.

This manual therefore aims to explore the linkages between agrobiodiversity, gender and local knowledge, and to show the relevance of doing so, within the context of research and development. This manual will not equip you with the skills needed to conduct participatory or action research at the field level, or provide guidance for research tools and methods. However, it is meant to complement existing manuals covering tools, methods and approaches, such as the FAO/SEAGA handbook material for socio-economic and gender analysis
