    Forest and landscape restoration is a key issue in the ongoing discussions at the Paris Climate Change Conference, convened to broker a game-changing agreement on climate change. On a planet where the mark of human activity is almost ubiquitous, restoration is by necessity a concept that has to take into account human well-being and ongoing change. In addition, in order to succeed in the long term, forest and landscape restoration initiatives will need to successfully engage a range of stakeholders, from policy-makers to local communities and from governments to private actors.

    This guide has been developed in response to concerns regarding large-scale land acquisitions and the need to increase investment in agriculture. The guide supports application of the <a href="www.fao.org/3/a-i2801e.pdf"><i> Voluntary Guidelines on the Responsible Governance of Tenure for Land, Fisheries and Forests in the Context of National Food Security</i></a> at the national level by providing technical guidance on how to safeguard tenure rights in the context of agricultural investments, including in land.

    The aim of this document is to help countries seeking to develop a REDD+ Forest Reference Emission Level and/or Forest Reference Level (FREL/FRL) under the UNFCCC. The document provides a structural overview of UNFCCC requirements for FREL/FRL construction, summarizing UNFCCC guidance and translating it into elements needed for FREL/FRL construction. A description of possible advantages and risks associated with different options for each of these elements is added to provide some practical considerations to FREL/FRL construction.
