One of the greatest barriers to achieving full citizenship rights for women is culture. If development organisations are to help advance women's rights and full citizenship then they must abandon explanations on the basis of ?culture? that ignore gender-based discrimination, and overcome their anxieties about appearing neo-colonial. To do this, effective partnerships between northern-based development institutions and southern-based social movements are necessary since social movements can be a key means of transforming culture.

With an estimated 40 percent of people in Africa, South America and Asia living in drylands, land degradation poses a significant threat to food security and survival. This report looks at the relationship between gender and dryland management based on an analysis of field experiences in Africa and Asia. Highlighting the roles of women and men in dryland areas for food security, land conservation/desertification, and the conservation of biodiversity, it makes available key findings on a number of projects and programs in the regions.

Legislation was passed in India in 1992 imparting constitutional status on Panchayati Raj (village-level local government) institutions. This study attempts to assess the success and sustainability of such local institutions (particularly Village Forest Committees) in their attempts to rehabilitate common lands in the Aravalli hills in Haryana State, and to enact a transition from an ‘open access’ system to a community controlled regulated access system for governing the use of these lands.

This information paper illustrates sustainable dryland management practises in communities vulnerable to climate change with case studies in India and the Sudan.In both cases the adaptation programme is presented, including infrastructural strategy and social involvement, followed by results of the programme, subsequent impact on the community and examples of further achievements and successes in local areas.
