    This workshop was conducted to assess the development prospects of India's livestock in the context of changing global economic environment and its impact on the rural poor, and to suggest politically feasible and practical strategies and approaches for pro-poor growth in livestock production. An additional aim of the workshop was to explore possibilities of enhanced research collaboration between the national agricultural research systems (NARS) and ILRI.

    The paper examines the rural land and labour markets in the context of economic liberalization in India. Land and labour are the two fundamental resources available to the rural people for income generation. The access to land and to employment for labour become basic determinants of well-being for the rural households. Reforms are often seen as hostile to rural areas and the poor, although they should be beneficial not only for overall growth, but also rural growth and poverty alleviation.

    Despite the fact that land rental is restricted to varying degrees in India, the participation in this market is widespread and it is observed to operate relatively efficiently in 12 villages studied in Andhra Pradesh and Madhya Pradesh. The estimated probit models predicted that the rental market transferred land to those with relatively smaller holdings, but greater ability to make productive use of land, more assets to invest, more adults available for labour and fewer off-farm opportunities.

    India has an estimated area of 129 million ha of wasteland, which can be used for providing sustainable livelihood for millions of rural unemployed. An evaluation of enhancing income and employment generation and environmental externalities due to plantations on wastelands through cooperatives and self-help groups was done. The development process was set up in leased degraded lands in three north Indian states of Madhya Pradesh, Uttar Pradesh and Rajasthan. The capacity building processes like savings and micro-enterprise skills empowered resource-poor farmers.

    Recognition of the potentially deleterious implications of high inequality of opportunity due to a biased asset distribution has led to increased interest in land reforms. However, little attention has been devoted to the potential longer-term impacts of the measures used to implement such reforms, despite evidence that, the restrictions on land rental in rural areas they imply can have potentially far-reaching consequences.
