Hundreds of millions of people in Asia are dependent on shifting cultivation, yet the practice has tended to be seen in a negative light and discouraged by policy makers. At this point – just under half way (two years and six months) in the implementation of the first CPWF phase (and three years and eight months since inception began) governance and management processes are running smoothly, it is in reasonable financial health and technical processes – such as issuing new calls and obtaining reviews by our Expert Panel on Scientific Quality – are familiar, although they must be adjusted to each specific instance.

The initial Asia-Pacific Forestry Sector Outlook Study (APFSOS) drew together the myriad forestry dimensions to provide a coherent description and analysis of the situation and prospects for forestry in the region. The study resulted in 50 working papers on a variety of forestry themes. The formal aspects of the study culminated in a comprehensive main report, published in November 1998. APFSOS provided an important roadmap for forestry sector development in the Asia-Pacific region to 2010, which is still being used to guide policy makers in the region today.

The study conducted by FAO and partners in South and Southeast Asia was based on an analysis of forest tenure according to two variables: the type of ownership, and the level of control of and access to resources. It aimed to take into account the complex combination of forest ownership − whether legally or customarily defined − and arrangements for the management and use of forest resources. Forest tenure determines who can use what resources, for how long and under what conditions.

On the occasion of the International Year of Mountains-2002, FAO and its partners undertook a large-scale assessment and global review of the current status and future trends of integrated and participatory watershed management. The overall objectives were to promote the exchange and dissemination of experiences in implementing watershed management projects in the decade from 1990 to 2000 and to identify the vision for a new generation of watershed management programmes and projects.
