These are: The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 – India; Regulatory initiatives and selected outcomes of judicial processes in Malaysia; The Community Forest Act (2007) – Thailand; and The Indigenous People’s Rights Act (1997) – Philippines. Ten IDRC-supported community forestry projects in six countries were selected for this synthesis study. A sizable part of the rural population in these countries are designated as ‘encroachers’ or ‘trespassers’ in the ‘forest.’ Many of these forest users claim long standing customary rights to the area, some of which are formally recognized in state law, but seldom in practice.

IN response to an on-line survey, 76 project leaders and staff gave CPWF Phase 1 a

generally favorable review. Respondents came from 68 CPWF projects in 45 countries on

three continents. The survey sought to help learn what went well in Phase 1, what did not

go so well and can be improved in Phase 2.

Nearly three-quarters of respondents felt that they had achieved different research results,

outcomes and impacts as a result of participation in the CPWF than otherwise possible from

The CPWF was designed to be different. Developed in response to a call for change in a previous round of Consultative Group on International Agricultural Research (CGIAR) system

reform, the CPWF was intended to foster cross-CGIAR cooperation and find ways to bring in new partners. Over time the CPWF has successfully broadened the CGIAR’s sources of

innovative research on water and food. Through its broad partnerships, the program conducts research that leads to positive impact on the poor and to policy change. The CPWF does this by

Recent years have witnessed a renewed interest in agricultural investment. In many cases, this new momentum has translated into large-scale acquisitions of farmland in lower- and middle-income countries. Partly as a result of sustained media attention, these acquisitions have triggered lively if polarised debates about “land grabbing”. Less attention has been paid, however, to alternative ways of structuring agricultural investments that do not involve large-scale land acquisitions.
