Is there an alternative model to small family farming that could provide sustainable livelihoods to millions of resource-constrained and often non-viable smallholders in developing countries? Could group farming constitute such an alternative, wherein smallholders voluntarily pool land, labour and capital to create larger farms that they manage collectively?

This detailed report summarises key findings from an extensive Regional Diagnostic Study (RDS) for South Asia. Despite intense analytical efforts at the sub-regional level, reliable downscaled data may not be available with current models. As well, the spatial scale of available downscaled climate products (Regional Climate Models) may preclude their use in local decision-making. Often, locally significant drivers such as land use-land cover change overwhelm the influence of climatic drivers.

Widespread heat waves, floods, and droughts last year were a strong reminder of the threats posed by climate change. In the non-tropical dry areas where ICARDA works we are becoming accustomed to record high temperatures and increasing water scarcity year on year. Resilience and climate change adaptation are at the heart of ICARDA’s new Strategic Plan 2017-2026 – a bold and ambitious effort to harness cutting-edge science and deliver the tools and technologies that smallholder farmers need to maintain agricultural production and protect their livelihoods.

Rapidly urbanizing Indian cities need mechanisms to ensure that land is acquired, planned, and serviced with adequate infrastructure and social amenities, to prevent the occurrence of haphazard urban expansion and under-provisioned inner-city areas.
Such mechanisms should help government agencies recover their costs through land value capture, a method by which agencies recover part of the increase in the value of private property after it is serviced by new public infrastructure.

More than half the villages of Madhya Pradesh and Chhattisgarh are affected by a peculiar issue of tenurial ambiguity called “orange areas.” This issue impacts nearly 1.2 million hectares and 1.5 million, largely poor, landless and tribal families, that depend on these lands for food, fuel, fodder and other sources of income. This lack of tenurial clarity also impacts forest protection outcomes in the state and constrains the achievement of biodiversity, water and climate targets.
