    This publication is based on a range of past studies on ICCAs conducted in several regions of the world in the last two decades, and, most recently, on 19 country level case studies. The latter were commissioned as part of a project on ICCA Recognition and Support, undertaken by the ICCA Consortium, coordinated by Kalpavriksh.

    It also incorporates some key findings of a parallel project on ICCA Legislation, also undertaken by the ICCA Consortium, and coordinated by Natural Justice.

    This report seeks to highlight the potential of FRA, assess its achievements, identify the bottlenecks, and find the ways forward. Its objectives are to:

    Make a quantitative estimate of forest land that has the potential to be recognized as CFR area, and compare it to the actual forest area recognized asCFRs across the country;

    Assess the qualitative potential of FRA for gender equal development, poverty alleviation, climate change and biodiversity conservation;

    The Independent People’s Tribunal (IPT) undertook an inquiry on the status of implementation of FRA to understand and analyze the reasons behind the lack of implementation and/or the violations in the implementation of the Act. The objectives of IPT were to:

    1. Identify and analyze the various violations happening across states on the implementation

    of FRA, and whether they are procedural or structural in nature.

    2. The direct and indirect impact its non-implementation would have/has had on the

    communities.

    3. Assess the status of FRA thereof.

    The Foundation for Ecological Security (FES) supported a scoping study to understand the range of post CFR issues in the central Indian landscape,  especially in the states of Madhya Pradesh, Chhattisgarh, Jharkhand and Odisha. It also proactively sought to draw experiences from states such as Maharashtra and Kerala where established mechanisms related to post CFR issues have been implemented through various partnerships.
