The paper highlights that land degradation in India has been approaching a crisis level in spite of repeated emphasis on wasteland development and existence of apex level organisations for that purpose. One reason has been the policy emphasis on ownership and control rather than appropriate management of the land. It is set in the context of i) the 1988 Forest Policy, and ii) the recent amends to the Forest Conservation Act.

This study investigates dynamics of land-use shifts, agricultural land-use, and its intensity in relation with urbanization and other factors in Jammu & Kashmir, a mountainous state of India. Results revealed an unfavourable increasing trend in the undesirable ecology class (barren) and declining trend in desirable land-use (forests, pastures and miscellaneous trees) which are likely to have serious long-term ecological implications. Inter-sectoral budgeting analysis revealed that shifts in land are occurring from desirable towards undesirable ecological sector.

Despite strong beliefs that property titling and registration will enhance credit access, empirical evidence in support of such effects remains scant. The gradual roll-out of computerization of land registry systems across Andhra Pradesh’s 387 sub-registry offices (SROs) allows us to combine quarterly administrative data on credit disbursed by all commercial banks for a 11 year period (1997-2007) aggregated to the SRO level with the date of shifting registration from manual to digital. Computerization had no credit effect in rural areas but led to increased credit-supply in urban ones.

This paper analyze the colonial institutions set up by the British to collect land revenue in India, and show that differences in historical property rights institutions lead to sustained differences in economic outcomes. Areas in which proprietary rights in land were historically given to landlords have significantly lower agricultural investments, agricultural productivity and investments in public goods in the post-Independence period than areas in which these rights were given to the cultivators.

This book is a challenge to those who see the drylands as naturally vulnerable to food insecurity and poverty.

It argues that improving agricultural productivity in dryland environments is possible by working with climatic uncertainty rather than seeking to control it – a view that runs contrary to decade of development practice in arid and semi-arid lands.

Across China, Kenya and India – and most other dryland countries – family farmers and herders relate to the inherent variability of the drylands as a resource to be valued, rather than a problem to be avoided.

This report explores evidence and insights from five case studies that have made significant recent progress in addressing the challenge of insuring poor smallholder farmers and pastoralists in the developing world. In India, national index insurance programmes have reached over 30 million farmers through a mandatory link with agricultural credit and strong government support. In East Africa (Kenya, Rwanda and Tanzania), the Agriculture and Climate Risk Enterprise (ACRE) has recently scaled to reach nearly 200,000 farmers, bundling index insurance with agricultural credit and farm inputs.

India has a maximum area (21.6%) under cashew nut and is the third largest producer (17.3%) of raw nuts in the world. The country is the second largest exporter, accounting for 34% of the world’s export of cashew kernels having a comparative advantage in production and processing on account of its cheap and skilled labour force. The yields in India are poor at 860 kg/ha as compared to 4,125 kg/ha in Vietnam and 2,000 kg/ha in Nigeria.
