Degradation of forests can have severe negative local impacts and far-reaching consequences, including soil erosion, loss of biodiversity, greenhouse gas emissions, dust storms, diminished livelihood opportunities and reduced yields of forest products and services. Reversing the adverse conditions requires urgent and scaled-up action, through scientific and holistic landscape-level restoration approaches, balancing both socio-economic and environmental goals and the diverse needs of various sectors and stakeholders in the landscape.

There are numerous global, regional, national and even subnational targets for increasing forest area and forest restoration. In light of these global targets and emerging ambitious national commitments, it is imperative to develop low-cost strategies and techniques for landscape restoration. The most widely used restoration strategies involving planting of tree seedlings are often costly and their application for restoring vast expanses of degraded forest lands in the region may be limited.

Citizenship is an abstract concept and therefore great care must be taken in explaining what it means in practice and what can effectively be done in the context of development interventions and policy. Development projects which enhance the ability of marginalised groups to access and influence decision-making bodies are implicitly if not explicitly working with concepts of citizenship. Citizenship is about concrete institutions, policy and structures and the ways in which people can shape them using ideas of rights and participation.

Hundreds of millions of people in Asia are dependent on shifting cultivation, yet the practice has tended to be seen in a negative light and discouraged by policy makers. This document challenges prevailing assumptions, arguing that shifting cultivation – if properly practised – is actually a ‘good practice’ system for productively using hill and mountain land, while ensuring conservation of forest, soil, and water resources. This comparative study highlights that rainfall variability and food insecurity are key drivers for human mobility. The empirical research is based on eight country case studies, including a 1,300 household survey and participatory research sessions involving 2,000 individuals. The results reveal that migration is an important risk management strategy for vulnerable households. Land scarce households trying to cope with food insecurity send migrants during the hunger season to find food or money to buy food.
