This report argues that land reform, both tenancy reform and redistribution of ceiling surplus lands to the landless, is important to poverty alleviation. The paper argues that in addition to production benefits, land reform helps to change the local political structure by giving more voice to the poor. Re-distributive land reform, whether through market-assisted land reform programmes or otherwise, should remain a substantive policy issue for poverty reduction.

This report reviews previous studies in AWDI, with a focus on mosquito vector control, water saving, and rice yields. Examples are provided from a number of countries.

Five years after the World Food Summit, and at the beginning of the twenty-first century, The State of Food and Agriculture reflects on some of the main challenges faced in eliminating world hunger and poverty. The task may be daunting, but so are the numbers of hungry and undernourished people whose fate is dependent on decisive and accelerated action. I am convinced that, with a renewed commitment and determined, concerted effort, the goal of the World Food Summit can be met.
