    This document presents the Strategic Plan of the International Center for Agricultural Research in the Dry Areas for the period from 2017 to 2026. ICARDA’s mission is to enhance food, water, and nutritional security and environmental health in the face of global challenges, including climate change. Through preparedness for change and productivity gains in the rural economy, ICARDA will contribute to poverty reduction and social stability as our overarching goal. Innovative science, partnerships for impact, capacity development, and a fit-for-purpose organization are our tools.

    Non-tropical dry areas cover over 40% of the world’s land surface with a growing population of more than 2.5 billion people. These people grow 44% of the world’s food and keep half of the world’s livestock, yet one in six live in chronic poverty. Dry areas also face major challenges, including insufficient rainfall, climate variability and change, land degradation, desertification, recurring droughts, temperature extremes, high population growth, widespread poverty, and unemployment.

    Widespread heat waves, floods, and droughts last year were a strong reminder of the threats posed by climate change. In the non-tropical dry areas where ICARDA works we are becoming accustomed to record high temperatures and increasing water scarcity year on year. Resilience and climate change adaptation are at the heart of ICARDA’s new Strategic Plan 2017-2026 – a bold and ambitious effort to harness cutting-edge science and deliver the tools and technologies that smallholder farmers need to maintain agricultural production and protect their livelihoods.

    Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. The question is: How can we achieve target 1.1 and overcome the many challenges that lie ahead? By gaining a deeper understanding of poverty, and the characteristics of the extreme rural poor in particular, the right policies can be put in place to reach those most in need.

This Technical Guide provides solutions to securing pastoral governance and tenure without undermining the inherent, necessary complexity of customary arrang ements.

    Drought is one of the main causes of food insecurity. In 2011, the horn of Africa has faced the worst drought in 60 years. An estimated 12.4 million people suffered from a massive food shortage. To mitigate the impact of agricultural drought, it is of high importance to dispose of timely and reliable information of the condition of food crops and grassland areas in all regions and countries in the world.

    Available evidence indicates that pastoral destitution in Ethiopia is principally driven by feed and water scarcity. Feed resources ought to be considered in the broader perspective and not predominantly during emergency as is the case now. Feed inventory and balance is therefore requisite such that the country is aware of its needs, resource availability, gaps, implications and how the gap can be filled within the country. This will make feed interventions in the country effective in the immediate, medium and long term as well as provide solutions for replication in the region.

    In many countries, pastoralism has historically been practiced in areas that are now partitioned by international boundaries. This is a major barrier to sustainable resource management and to pastoral development. However, there are examples from around the world of efforts to facilitate transboundary movements and transboundary ecosystem management by pastoralists. This report examines how pastoral mobility has been impacted by the creation of unnatural boundaries within their landscapes and how societies cope with these constraints through legal or informal arrangements.
